Beschreibung

Inhalt dieses Projekts ist die kontinuierliche Weiterentwicklung der liechtensteinischen Mikrosimulationsmodelle. Die Mikrosimulationsmodelle microLIE:PIT und microLIE:CIT bilden die Besteuerung durch die Vermögens- und Erwerbssteuer sowie der Ertragssteuer ab. Die Mikrosimulationsmodelle werden laufend an den aktuellen rechtlichen Stand angepasst und methodisch erweitert. So wurde für das Modell microLIE:CIT eine Methode entwickelt, mit Hilfe derer die Grenzsteuerbelastung von Unternehmen gemessen werden kann. Im Bereich der natürlichen Personen wurde ein neues Mass zur Wohlfahrtsmessung implementiert. Die nächsten Schritte in der methodischen Weiterentwicklung des Unternehmensbesteuerungsmodells betreffen die Modellierung der Kapitalstruktur, das Modell der natürlichen Personen wird dynamisiert, um so die Erwerbsverläufe im Lebenszyklus modellieren zu können.

Wirkungen in Wissenschaft, Wirtschaft und Gesellschaft

Das Forschungsprojekt trägt einerseits dazu bei, die die angewandten wissenschaftlichen Methoden auszubauen und weiterentwickeln, andererseits werden die bestehenden liechtensteinischen Mikrosimulationsmodelle auf dem laufenden rechtlichen Stand gehalten und neue Daten eingepflegt. Die praktische Anwendung der wissenschaftlichen Methoden dient dem Transfer ökonomischen Wissens und der quantitativ fundierten Politikberatung (so etwa im WTT-Projekt "Empirische Analysen zu Aufkommens- und Verteilungswirkung des Liechtensteinischen Steuergesetzes").

Liechtensteinbezug

Die Mikrosimulationsmodelle bilden das liechtensteinische Steuersystem mit seinen Spezifika ab. Durch ihre Weiterentwicklung (ua der Modigliani-Miller Theoreme zur Bestimmung der gewichteten Kapitalkosten unter Einbezug des liechtensteinischen Steuersystems) können unter Berücksichtigung des Einflusses des liechtensteinischen Steuersystems Investitionen und Unternehmen bewertet werden.
